None. As far as I know, there are no such languages.
Design principles
The wish is to make up a totally alien language. I doubt humans could use a language like this, especially one as elaborate as the full description. It's used by a nation called Shondar, the dominant culture of the planet Pandalar. The inhabitants are centauroid beings descended from a woodland creature living in small herds.
Interest of others
Nobody else is involved, though I did sell some copies of my 30-page outline (1995). I don't know if anyone has done anything with the basic idea.
